Bush was making fun of reporter Peter Wallston during the Rose Garden Press Conference, only to find out after the fact that Wallston has Stargardt's disease, a form of macular degeneration that causes progressive vision loss. He wears the sunglasses because he's LEGALLY BLIND.
Bush later called and apologized, and Wallston showed true class in accepting the apology.
